Applicant qualifications
1. Be 20 years old or older
2. Have a bachelor's degree or
3. Have worked as an operator in the care of the elderly or dependent persons before the ministerial regulation stipulates
4. Have qualifications and do not have the prohibited characteristics according to Section 21
